What is a Mass Casualty Incident (MCI)?
An MCI exists when the number of patients who need treatment exceeds the number of patients the EMS system can serve with resources on hand and within a critical period of time.

STEP UP to Mass Casualty Incidents is a program developed to train EMS providers on rendering patient care on a priority basis in an MCI. The program includes triage approaches for day-to-day emergency situations and MCIs; a complete review of the horizontal triage approach for MCI; and the structure and organization of the Incident Command System, focusing on the EMS branch.
